Every county in the State of California is mandated to have a local planning council. In Ventura County, this council is called the Child Care Planning Council.
The Child Care Planning Council provides a forum to:
• Identify local child care priorities
• Develop policies to fulfill those priorities
• Recommend the allocation of child care funds
 
 
 

History:

1991: The Child Care Planning Council of Ventura County was formed in 1991 in accordance with the state law established by Assembly Bill 2141 that encouraged the formation of county-level child care planning councils (CCPCs), also known as local planning councils (LPCs).

1997: California’s CalWORKs legislation Assembly Bill 1542 passes, establishing new mandates for all county child care planning councils. This legislation directs LPCs to conduct a county child care needs assessment no less than once every five years. It is at this time that the current Child Care Planning Council of Ventura County was appointed by the Ventura County Superintendent of Schools Office and Ventura County Board of Supervisors (each entity appointing half the Council members).

1999: The CCPC completes the comprehensive 1999 Ventura County Child Care Needs Assessment mandated by the California Department of Education, Child Development Division. The Needs Assessment was the first step in identifying families’ child care needs by identifying gaps in the local child care system. It was the catalyst for the establishment of an action plan.

2001: A 10-month strategic planning process culminates in the publication of the Ventura County Five-Year Child Care Plan 2001-2006. This action plan identifies four major priority areas: Availability of Child Care, Providing Quality Child Care, Affordable/Accessible Child Care, and Achieving Quality Care (meeting needs). CCPC identifies 22 objectives to address the four priority child care areas and delegates objective responsibilities to its committees for realization.

2005: The CCPC develops the Ventura County Child Care Needs Assessment.  A countywide three-year child care strategic plan is planned for 2006.
