The Strategic Plan provides the goals, objectives, and activities that will guide the Child Care Planning Council of Ventura County during the period of July 1, 2009 - June 30, 2011. It also provides a brief description of leadership structure, the committee structure, and the community partners that will be needed to appropriately achieve these goals and objectives and implement these activities.

The Report of Accomplishments lists responsibilities of the Child Care Planning Council and highlights successes achieved during 2006 - 2009.

The Ventura County Five-Year Child Care Plan Progress Report was published in January 2005 and summarizes accomplishments and challenges of the CCPC’s 2001 Ventura County Five-Year Child Care Plan (strategic plan).  During the 2004-2005 fiscal year CCPC's Needs Assessment Committee, in collaboration with its consultant K&M Enterprises, worked to create the Ventura County Child Care Needs Assessment June 2005 which provides an in-depth, data-driven approach to finding gaps in local child care services.  For an PowerPoint presentation of the Needs Assessment, please click here: Needs Assessment Summary

As set forth in the California Education Code, Section 8499.5,b "By May 30 of each year, upon approval by the county board of supervisors and the county superintendent of schools, each local planning council shall submit to the department the local priorities it has identified that reflect all child care needs in the county."  To establish a priority ranking for zip codes in Ventura County, U.S. Census data, county growth factors, planning department data, and school district statistics are analyzed.  Zip codes are placed in one of three priority rankings based on the percentage of children unserved.  Click here for the most recent priorities for general and state-funded child care:  General Child CareState-funded Child Care

The “Guide to Subsidized Early Care and Education Services” (Click here for an additional update to the guide. Click here for Appendix D of the Guide.) was a project of the CCPC Low Income and Subsidized Child Care Committee. This publication can be used as a reference tool for subsidized child care service options, income eligibility and family fee schedule, school readiness scholarships, and terminology associated with subsidized child care.   Since publication of this guide, the income ceilings for families seeking subsidized child care has been updated; the updated figures are available on the California Department of Education, Child Development Division website: Management Bulletin 06-13 

Four times a year the CCPC sends a quarterly local planning council activities report to the Child Development Division of the California Department of Education.

The Economic Impact of the Child Care Industry report articulates that child care is a significant industry, an economic driver and enables future economic success in Ventura County. Released in January 2005, the report was commissioned by the Human Services Agency, written by the National Economic Development and Law Center, and paid for by a grant from the Workforce Investment Board of Ventura County. The CCPC has garnered valuable information from this report in its efforts to develop the 2006 strategic plan.
